Video from the site, published by the Ukrainian Telegram channel Supernova+, shows the construction of metal frameworks around the Abramovo substation on Okruzhny Proyezd, about 350 meters from the Izmailovo Kremlin. The authenticity of the footage was confirmed by Agentstvo.
The substation, operated by the United Energy Company (UEC), was inaugurated by Moscow Mayor Sergei Sobyanin in 2012 to address an electricity shortage in the Eastern Administrative District.
An anonymous representative of the Conflict Intelligence Team (CIT) research group said the framework will serve as a base for netting designed to protect against unmanned aerial vehicles (UAVs).
The work comes amid an increase in Ukrainian attacks on Russian rear areas. Late last week, Ukrainian President Volodymyr Zelensky said he had ordered the military to increase the number of drones launched at Russian rear targets to 1,000 per day. Sobyanin, for his part, claimed that 2,652 drones were launched toward Moscow between August 15 and 22 alone.
On August 31, the Russian Defense Ministry announced preparations for massive strikes on Ukrainian energy facilities, saying it was acting "in accordance with received instructions," without specifying who issued them or when the strikes would begin.
