The figure is 3 billion 59 million rubles more than was planned when the 2026 budget was adopted, Verstka reported, a 9% increase over the original plan.
Measured against actual spending, the rise is steeper: 12% more than in 2026, 19% more than in 2025 and 49% more than in 2024, according to a count by Novaya Gazeta Europe.
The draft document indicates the figures are then intended to be reduced to about 34.5 billion rubles.
