Speaking at the Eastern Economic Forum (EEF) in Vladivostok, Putin said the strategy would run for ten years, until 2036, and would include a special legal regime from January 1, 2027, to accelerate testing and deployment of new technologies.
The regime would cover drones in agriculture, industrial robots, telemedicine, and artificial intelligence for medical diagnoses. Putin said new developments should be testable without "going from office to office and numerous approvals."
The region would also serve as a testing ground for transporting civilian cargo by drones at low altitudes. Putin said standards for autonomous transport should be set now as part of a special low-altitude logistics project.
In addition, a simplified government procurement system would be piloted in the region. Putin explained that educational institutions — schools, kindergartens, and colleges — would be able to buy goods directly through domestic online marketplaces. This, he said, would minimize corruption risks and eliminate red tape.
Starting next year, a unified preferential regime will be introduced for businesses across the entire Far East and the Arctic. Existing special regimes, including those in the port of Vladivostok and on Russky Island, will be preserved.
During his speech, Putin also recounted an encounter with a tiger during a trip through the forest, in the context of programs to preserve the Amur tiger and the Far Eastern leopard.
