The letter was sent on October 15, after a series of drone attacks on data centers belonging to Yandex and Sber, Kommersant reported.

Under AKIT's proposal, sellers would be allowed to accumulate data during such a regime and transmit it only after the infrastructure is restored. The association also asks that businesses not be penalized for missed deadlines, that expiring licenses and permits be extended, and that deferred fiscalization of receipts be introduced.

A separate point in the letter calls for temporarily permitting the storage and processing of Russians' personal data in "friendly" countries. Currently this can be done only in Russia. According to AKIT's plan, the emergency regime would be introduced by an authorized body after confirmation that infrastructure has been damaged.

The association says there were no serious disruptions in retail trade after the attacks. Rusprodsoyuz, which unites major food producers, reports isolated failures: according to the union's executive director, Dmitry Vostrikov, operations have to be suspended and carried out on paper.

Askar Rakhimberdiev, head of the MySklad service, noted that some goods cannot be scanned at the checkout during outages: an offline check formally exists but often does not work in practice. A Kommersant source at a large food producer says some products cannot even be shipped without being entered into state systems. He doubts the problem has a solution: businesses work with dozens of systems, and many have no emergency regime at all.

Wildberries supported the idea but believes the mechanism needs to be worked out together with the state. The Economic Development Ministry and the Finance Ministry promised to consider the appeal in accordance with established procedure. Other ministries and the government did not promptly respond to Kommersant.

Over the past two weeks, Ukrainian drones have attacked data centers of Yandex, Sber and VK at least five times, Novaya Gazeta Europe reports. After the strikes, mass failures occurred across Russia in various services, from search engines to taxi-hailing apps.
