Russia's Federal Agency for State Property Management transferred 55% of shares in the St. Petersburg Oil Terminal (PNT) to the company Roskhim, the outlet Fontanka reported, citing a shareholder register extract. According to the publication, Roskhim has been listed as the holder of the controlling stake since at least July 10.
The shares were seized from the heirs of PNT founder Dmitry Skigin in April 2025 following a lawsuit by the Prosecutor General's Office. The lawsuit was based on the fact that Skigin's children — Mikhail, Yevgeny, and Polina Skigina — hold foreign passports. Mikhail and Yevgeny are German citizens, while Polina is a citizen of France and Russia. The agency argued that they illegally owned a stake in a strategic enterprise.
Roshim has been linked in recent years to billionaires Boris and Arkady Rotenberg, but this was only officially confirmed in 2026, when Igor Rotenberg, Arkady's son, appeared as chairman of Roskhim's board of directors at the St. Petersburg International Economic Forum (SPIEF). Earlier, the billionaire's press service had denied any connection to the company.
This is not the first time Roskhim has acquired assets seized by the state. According to the outlet Agentstvo, the company also gained control over the Sterlitamak Petrochemical Plant, Syntez-Kauchuk, Krymsky Titan, the Bashkir Soda Company, and Metafrax. Forbes and the Financial Times have previously linked the Rotenberg family to a series of nationalization lawsuits against large enterprises following the start of the war in Ukraine.
The remaining 45% of PNT shares, according to Fontanka, belong to Yelena Vasilyeva, the wife of former co-owner Sergei Vasilyev, who stepped back from management in 2022 due to illness. A corporate conflict between Skigin's heirs and the Vasilyevs escalated into litigation.
The St. Petersburg Oil Terminal is the largest oil product transshipment terminal in the Baltic region. It opened in 1996, and media reports have said that future President Vladimir Putin, then working in the St. Petersburg mayor's office, was involved in its creation.
Rumors about possible problems for Arkady Rotenberg after a series of arrests of his alleged partners are cast into doubt by the transfer of this asset to him, according to Agentstvo.
