The Main Radio Frequency Center (GRChC), which reports to Roskomnadzor, the federal media and internet regulator, is to receive 19.87 billion rubles in 2027, 19.84 billion in 2028 and 19.87 billion in 2029, according to a budget draft submitted to the State Duma on October 1. Novaya Gazeta Europe calculated the three-year total of 59.59 billion rubles.
The subsidy flows through Roskomnadzor under the "Cybersecurity Infrastructure" federal project of the "Information Society" state program. The budget annexes do not specify whether the money is intended for equipment, software or services.
Verstka reported that the 2027 figure is nearly double what had previously been planned. In total, 31.8 billion rubles has been set aside for Roskomnadzor's operations in 2027.
The funding concerns the Automated Security System for the Russian internet segment (ASBI), which Roskomnadzor uses to block websites and services. The system also blocks VPNs that help users circumvent restrictions.
Separately, the GRChC is to receive 1 billion rubles in 2027 to build a backup data processing center for the information system that monitors and manages the public communications network. No figures for 2028 and 2029 are listed under that line item.
By 2030, Roskomnadzor hopes to achieve 92 percent effectiveness in blocking VPN technologies. In May, documents on GRChC subsidies for 2025 and 2026 that set out this target disappeared from the agency's website. They also described the procedure for subsidies to operate the ASBI.
According to those documents, the GRChC is required to achieve an average traffic processing speed of 831 Tbit/s and to route 98 percent of all Runet traffic through technical counter-threat measures. Media reports have not clarified what exactly is meant by blocking "effectiveness" - it could refer either to the share of all existing VPN applications or to the share of Russians who do not use circumvention tools.
