Rosfinmonitoring, Russia's financial intelligence agency, added Viktor Kalinin of St. Petersburg to its list of terrorists and extremists on July 30. He turned 14 three months ago, according to a Telegram channel that tracks updates to the registry.
The teenager is believed to be the one detained in early July on suspicion of setting fire to a relay cabinet on a railway line.
The human rights project First Department noted that minors are the fastest-growing category in the register of "terrorists and extremists." Since the start of Russia's full-scale invasion of Ukraine, the share of teenagers among new additions to the registry has grown more than eightfold. One in every 12 people added to the list is now a minor, and prosecution practices have reached the lower threshold of criminal liability — 14 years of age.
By early summer 2026, the registry contained more than 21,000 people, including 20 teenagers aged 14, First Department reported. Fourteen-year-olds began being added to the list no later than 2024.
