Russia's Prosecutor General's Office has designated the Dutch human rights foundation Dalan Fund as an 'undesirable' organization, according to a statement published on the agency's website.
The Prosecutor General's Office claims the fund was established in 2024 ostensibly to implement human rights programs, but in reality it 'implements initiatives aimed at financial support for the LGBT community and anti-Russian media.' The agency also alleges that the organization's key goal is to 'discredit the country's leadership' and to shape an image of Russia as an 'aggressor state.'
Separately, the Prosecutor General's Office pointed to the fund's work with Russia's indigenous small-numbered peoples. According to the agency, under the guise of fighting for rights and social justice, 'separatist ideas' are promoted there. It also claims that the fund's website contains calls to resist 'Russian policy that colonizes the countries of the region.'
According to information on the Dalan Fund's website, the organization was created in 2023 and began full operations in 2024. The fund searches for and distributes grants to regional human rights projects in Central and Eastern Europe, the Caucasus, and Central and Northern Asia.
