Russia's 'foreign agents' legislation has been in force since 2012. It allows the Justice Ministry to designate nonprofit organizations, media outlets and individuals as 'foreign agents' if they receive funding from abroad, engage in political activity, or are 'under foreign influence.'
The status restricts people's rights and permits the opening of a criminal case for 'failure to fulfill the duties of a foreign agent.' According to Current Time, as early as 2022, criminal cases had been opened against one in five 'foreign agents' in Russia, and nearly one in seven was on a wanted list, in pretrial detention, or under another measure of restraint.
