The restriction also covers projects about serial killers and maniacs, according to The Insider, which reported that sources explained the rationale as such films undermining trust in state institutions.
Representatives of the Culture Ministry and the Internet Development Institute (IRI) conveyed the position to the Association of Producers of Cinema and Television (APKiT), which comprises 46 film companies. Kommersant reported that this was done orally, without being enshrined in law.
"All producers know about this. If the rule is violated, the next project will not receive state financing. This mainly concerns feature films. On platforms with series, the situation is easier," the newspaper quoted a source at one of the studios as saying. APKiT itself told the publication that it had not received information about the restrictions.
The list of "stop topics" for project financing has been discussed for a long time. According to The Insider, back in April 2025, IRI head Alexei Goreslavsky, in an interview with Vedomosti, named films and series about maniacs among them; at the time this was explained by the fact that they speculate on viewers' interest in banned content and psychological defects.
