Governor Andrei Klychkov announced a missile alert in Oryol Region at around 5 p.m. local time. Local Telegram channels soon reported at least four explosions, and residents described thick smoke and emergency service vehicles, Meduza reported.

According to preliminary data from Ukrainian monitoring channels, the target was the Proton plant at 19 Leskova Street. Astra's OSINT analysis confirms this information, Current Time reported. The monitoring channel Exilenova said the city was attacked by four Flamingo cruise missiles.

Meduza, citing preliminary data, reported that Oryol was attacked with Storm Shadow cruise missiles. Klychkov said the Ukrainian Armed Forces attacked a civilian enterprise in the Sovetsky district of Oryol. No data on casualties or the scale of damage was provided. The governor later announced the missile alert had been lifted, without mentioning the consequences of the attack.

Proton is under sanctions from the United States, the EU, the United Kingdom, Switzerland, Japan and Ukraine. The Ukrainian portal War & Sanctions describes the enterprise as a leading Russian manufacturer of optoelectronic equipment with a full production cycle. Among its products, the portal lists 2M420A4 2026 diode modules, used in S-71 Kover aerial cruise missiles, and 249LP5 inverter switches for 9M723 Iskander-M ballistic missiles.

According to the Telegram channel Exile+, Proton's products are also used in the production of the Pantsir-S1 anti-aircraft missile and gun system.

Sources differ: Ukrainian monitoring channels cited by Current Time named Flamingo missiles, while those cited by Meduza named Storm Shadow. Governor Klychkov speaks of a strike on a civilian enterprise, whereas monitoring channels and Astra's OSINT analysis report a target on the territory of the Proton plant.
