The regional Ministry of Digital Development said temporary restrictions could occur near the main forum venue — the Far Eastern Federal University campus on Russky Island — as well as on major transport routes leading to the event. The ministry cited unspecified security measures as the reason for the restrictions.
Officials warned of brief mobile internet outages, reduced data transfer speeds, and deteriorating voice call quality. Residents were advised to make important calls in advance, use Wi-Fi, and carry cash in case payment terminals fail. Officials did not clarify what the landline restrictions would entail, The Insider noted.
According to The Moscow Times, the forum period will also bring sweeping restrictions on maritime and air traffic. From August 31 to September 4, anchoring and movement of all vessels will be banned in the waters of Peter the Great Bay, in Novik, Ajax, and Paris Bays, and in Amur Bay near the low-level bridge, except for ships involved in forum events. A temporary airspace restriction zone with a 250 km radius will be imposed over Vladivostok. Additionally, from August 30, people without passes will be barred from entering the FEFU campus.
Communication disruptions in Vladivostok also occurred during the previous forum. On the opening day of the event on September 3, 2025, residents reported nearly complete absence of mobile internet in at least one district. MTS technical support then confirmed awareness of the issue. In August 2025, internet periodically disappeared in the city center, as well as in the Churkin, Egersheld, Patrokl, and near the railway station areas.
Sources differ on the scope: regional authorities attribute possible communication restrictions to "security measures" and speak of "brief outages" in specific locations. The Insider, however, recalls that during last year's forum, residents reported almost complete absence of mobile internet in one district, and local outages across the city began a month before the event.
