The regional cabinet confirmed the delay in a response to a request from Nurguyana Zamorshchikova, a deputy of the local legislature, saying the move was driven by "unforeseen expenses" on one-time payments to citizens who signed military service contracts. The document was signed by the region's prime minister, Kirill Bychkov.
Zamorshchikova noted that the republic had earmarked about 1.5 billion rubles for the indexation. She said the raise was simply ignored for the two months — July and August — for which budget funds had been allocated.
In June, Yakutia's authorities increased the one-time payment for contract servicemen from 2.1 million to 3 million rubles. The republic's budget deficit for 2026 was approved at 12.75 billion rubles, and by April 1 it had already reached 9.47 billion rubles — about 75% of the annual ceiling.
Zamorshchikova said that after her inquiries, colleagues and officials urged her to "not make noise," while Afanasy Postnikov, head of the Il Tumen's social policy committee, accused her of misleading citizens. The deputy said she would wait for a prosecutor's review and would not drop the issue.
Similar decisions are being made in other regions. In the Rostov region, a planned 4% pay indexation for public-sector workers scheduled for October 1 was cancelled, while on Sakhalin pay raises for medical staff were frozen for all of 2026. As of mid-August, budget deficits had been recorded in 65 Russian regions.
