The outage affected the Electronic Justice portal and the My Arbitr system, which courts use to file and process cases online. According to Verstka, the company PravoTekh, which maintains the electronic system for arbitration courts, sent out notices about a "massive failure" at a Yandex Cloud data processing center.
Hearings began to be called off after a strike on a Yandex data center in Sasovo in the Ryazan region on October 8. Courts were unable to hold online hearings, keep audio and video records, or work with documents in their personal accounts.
According to Verstka, the problem affected arbitration courts in the Sverdlovsk, Smolensk, Tula, Kostroma, Ivanovo and Yaroslavl regions, the Altai territory and the Volga district. In some cases, courts left parties' filings without action.
On October 14, the Arbitration Court of the Kemerovo Region, citing "damage to Yandex's critical infrastructure," declined to consider a Sberbank filing in the bankruptcy case of a local resident. The Arbitration Court of Tuva on October 12 postponed an online hearing to October 16 because of "connection failures."
Over the past week, strikes hit Yandex facilities in Sasovo, Kaluga and Vladimir, all of which halted operations, The Moscow Times writes. On October 14, drones attacked a Sber data center in Balakovo in the Saratov region for the first time.
After the attacks, users reported failures in Yandex services including Alisa, Search, Maps, Taxi, Mail and Yandex Pay. Complaints also came in about the operation of Sber and third-party companies, including Dodo Pizza, M.Video, Lenta and Magnit.
As of October 16, the problem had not been fully resolved. When users open arbitration court websites, they are shown a warning about "difficulties in the operation of services," some case cards do not open, and files with rulings do not download.
