According to the investigation, "acting deliberately, on the grounds of political hatred, as well as out of other personal interest, expressed in the desire to stand out from the general mass and get a higher social position in society, realising the public danger of his actions, fully supporting and sharing the principles of the ideology of the Interregional Public Association USSR (Interregional Public Association Union of Slavic Forces of Russia), being reliably aware that in accordance with the decision of the Supreme Court of the Komi Republic of 11.07.2019, the activities of the International Public Association USSR on the territory of the Republic of Komi is forbidden, foreseeing the inevitability of socially dangerous consequences in the form of undermining the foundations of the constitutional order, the integrity and security of the Russian Federation, inciting social strife, and violating the rights, freedoms, and legitimate interests of individuals and citizens depending on their social affiliation, and desiring their occurrence, he joined a structural unit of this organization — the executive committee of the Council of People's Deputies of the city of Makhachkala of the DASSR/RSFSR, positioning himself as an active participant." In particular, "in the period from 01.12.2019 to 23.10.2020 at least twice a week he took part in conspiratorial meetings of members of the executive committee of the Council of People's Deputies of the city of Makhachkala DASSR/RRS and the executive committee of the Makhachkala City Council of People's Deputies of the Dagestan ASSR within the RSFSR/SSR held by another person known to the investigation, actively participating in the voting on the appointment of members of the organisation to positions in its structure, propagated the ideology of the Interregional Public Association USSR to the present persons, and also carried out propaganda of hatred towards the state authorities of the Russian Federation, urged them to refuse to pay taxes, housing and communal payments, and not to fulfil civil law obligations. In addition, in the period from 01.12.2019 to 23.10.2020, for conspiratorial purposes, he kept in his house agitation materials - leaflets and brochures, as well as organisational and administrative documents of the Interregional Public Association USSR and the executive committee of the Makhachkala City Council of People's Deputies of the Dagestan ASSR within the RSFSR/SSR." In addition, "pursuing the extremist goals of the organisation", together with another person known to the investigation, "in violation of Federal Law No.114 "On Combating Extremist Activity", acting on the grounds of political hatred, as well as out of other personal interest connected with the desire to stand out from the general mass and to obtain a higher social position in society, organised the activities of a subdivision of the USSR International Public Association in the territory of the Republic of Dagestan, having accepted its ideology and realising its purpose of functioning, and wishing to continue its extremist activities in the territory of the Republic of Dagestan under conditions of secrecy, performed the following organisational functions: - not wishing to be detected by the law enforcement agencies, observing strict measures of secrecy, by means of mobile communication using the messenger WhatsApp, coordinated their actions to organise the activities of the executive committee of the Makhachkala City Council of People's Deputies of the Dagestan ASSR within the RSFSR/SSR; - organised and held at least 145 conspiratorial meetings, during which they propagandised to their participants the ideology of the Interregional Public Association USSR, and also carried out propaganda of hatred towards the state bodies of the Russian Federation, called for refusal to pay taxes, housing and communal payments, failure to fulfil civil legal obligations, and evasion of voting on issues of national, regional or local importance; - In order to increase the number of supporters of the cell of the USSR International Non-Governmental Organisation led by them, they systematically organised the distribution of information promoting the activities and ideology of the USSR International Non-Governmental Organisation via the Internet; - Using computer equipment, organised the production and distribution to an unlimited number of persons of propaganda materials such as leaflets, notices and brochures calling for the achievement of the above extremist goals; - using the services of a printing house, organised the production of propaganda materials: leaflets, notices, brochures calling for the achievement of the extremist goals of the organisation, certificates and letterheads of the Interregional Public Association USSR, confirming the affiliation of the organisation's members to the executive committee of the Makhachkala City Council of People's Deputies of the Dagestan ASSR within the RSFSR/SSR, as well as the citizenship of the USSR; - at a place not identified by the investigation, organised the production of company mastic seals of the USSR International Public Association for stamping on certificates and letterheads of the USSR International Public Association, confirming the affiliation of the organisation's members to the executive committee of the Makhachkala City Council of People's Deputies of the Dagestan ASSR within the RSFSR/SSR, as well as the citizenship of the USSR; - recruited a new member to the organisation, namely, on 25.09.2021, at approximately 14:00 hours, tried to involve by means of persuasion and proposals a resident of Makhachkala, Republic of Dagestan, into the activities of the executive committee of the Makhachkala City Council of People's Deputies of the Dagestan ASSR within the RSFSR/SSR".
