In 2013, an investigation into inciting ethnic hatred was conducted following the publication of an article titled "Russia through the eyes of a Tatar" by Zaki Zainullin, head of the All-Tatar Public Centre; the newspaper Zvezda Povolzhye, headed by Rashit Akhmetov, was twice warned by Roskomnadzor; a criminal case for inciting ethnic hatred for reprinting Fauzia Bayramova's article titled "We are Tatars, not Russians" was initiated in March 2015; in May 2015, the case was dismissed due to the expiration of the statute of limitations.
