On 1 August 2013, the Kansk Magistrate Court sentenced Kabylbek Alyev to a fine of 100,000 rubles under part 1 of article 282.2 (organisation of activities of an extremist organisation).
Alyyev was accused of organising the activities of the Tablighi Jamaat religious association in the region from late 2009 to May 2012, holding meetings to study religious literature, including extremist writings, travelling to localities in the region, promoting the organisation's ideas and encouraging Muslims to participate in its activities
