According to the investigation, from 2017 to March 2021, he "conducted propaganda in the region to induce people to join" At-Taqfir wal-Hijra. To do so, the prosecution alleges, he held meetings where he learnt "the basics of extremist ideology" and spoke about its "superiority over other religions". Either Arov or another defendant, Gadzhi Magomedov, was also charged with illegal possession of weapons in connection with a pistol found during a search.
