The court found that on 5 February 2017, Baikubenov published in Odnoklassniki a text beginning with the words "Astrakhan is bankrupt!!!! everyone is being cut..." and ending with the words "Who agrees, to a referendum! Astrakhans class up and let's act before we die here completely!". A linguistic examination conducted by an expert from the FSS of the Astrakhan region showed that the text contained "motivated calls for actions aimed at violating the territorial integrity of the Russian Federation, in particular a call to organise a referendum to decide on the withdrawal of the Astrakhan region from the list of subjects of the Russian Federation and the formation of the Astrakhan People's Republic (APR)".
