According to the prosecution, being the Governor of the Kirov region, "in order to create an appearance for the population of the region and the government leadership that he, as the head of the region, had achieved high results in providing employees of public sector organisations with service housing in the shortest possible time", he ensured that the Kirov region budget funds in the amount of 448 million roubles were allocated to the commercial organisation OAO Kirov Regional Mortgage Corporation (OJSC "KRIK"), ostensibly for the purchase and construction of a specialised housing fund, which was not allocated to the Kirov region. In addition, exceeding his official powers, he secured the conclusion of a loan agreement for the mortgage corporation with one of the companies of the Kirov region in the amount of over 300 million roubles, and then organised the distribution of these funds for the financial obligations of various organisations, as well as for the execution of an unfavourable settlement agreement unrelated to the statutory objectives of the joint stock company, which resulted in grave consequences for OJSC "KRIK" in the form of significant material damage.

Full summary
Former leader of the Union of Right Forces party and former governor of Kirov region. On 24 June 2016, he was detained, according to the investigation, while receiving a bribe. The next day Belykh was taken into custody. On 28 July 2016, President Putin removed him from the governor's office. The case initially had two episodes, on one of them the court acquitted the politician. On 1 February 2018, Belykh was sentenced to eight years in a strict regime colony and a fine of 48.2 million rubles. On 6 July 2021, it became known that a case of abuse of power was initiated against Belykh. On 26 December 2023, he was sentenced to two and a half years in prison in this case, but was released from punishment due to the expiration of the statute of limitations. On 21 June 2024, Belykh was released. On 8 July 2024, the appeal court acquitted Belykh of abuse of power.
