According to the investigation, Bolurov participated in the activities of an organisation founded by his friend. The aim of the organisation was "to establish world domination of a radical form of Islam and creation of a unified Islamic state". "He also took part in gatherings of participants of this association, held regularly from mid-2017 to 21 March 2021, where the activities of the association, the need to increase its followers, ideological literature and works of preachers were discussed," according to the investigative committee.
