Житель Южно-Сахалинска. 31 января 2021 года его задержали на акции в поддержку Алексея Навального. На него составили протокол по административной статье о неповиновении сотруднику полиции (ст. 19.3 КоАП). 3 февраля стало известно, что против Будаева возбудили уголовное дело о вандализме из-за надписи мелом «Путин уходи» на постаменте с пушкой в центре города. 12 апреля 2021 года Будаева приговорили к штрафу в 20 тысяч рублей.
