Between 2009 and August 2014, as an adherent of Islam, Cholponbaev was part of a radical religious organisation, the activities of which are recognised as extremist and banned in Russia. He studied banned literature, participated in meetings with like-minded people at which he promoted values of an extremist nature. Employees of the Federal Security Service of Russia in the Kemerovo region warned him against such actions and acquainted him with the list of literature banned by law, but he continued his illegal activities.

Full summary
Cholponbaev is a Kyrgyz-born resident of Novokuznetsk who traded at the market. In 2014 (in November, according to researcher Ilyas Kurbanbek, and according to official reports, Cholponbaev's "criminal activity" continued until August), the FSB began investigating his activities in connection with the dissemination of the teachings of Tablighi Jamaat, a religious movement that is banned in Russia as extremist, but which promotes Islamic religious practices only and has not been seen to call for violence. Employees of the Federal Security Service of Russia in the Kemerovo region "warned him about the inadmissibility of such actions and familiarised him with the list of literature prohibited by law". A criminal case on participation in the activities of an extremist organisation was officially opened in January 2015. On 27 July, Cholponbaev was given a one-year suspended sentence.
