Editorial summary
Dmitry Sergeevich Elovsky is a Russian journalist, editor and television presenter. Before leaving Russia, he worked for several major political and current-affairs media outlets. He served as deputy editor-in-chief of TV Rain, worked for Snob and later became editor-in-chief and a presenter at Khodorkovsky Live. During his reporting career, he covered the Euromaidan protests in Kyiv and the war in Nagorno-Karabakh and headed foreign bureaus in London and Washington.
On November 3, 2023, Russia’s Justice Ministry designated Elovsky a “foreign agent.” The ministry cited, among other things, his public opposition to Russia’s war in Ukraine and his work with media projects associated with other designated individuals and organizations. He was subsequently subjected to administrative proceedings over compliance with “foreign agent” requirements.
On September 15, 2026, Moscow’s Babushkinsky District Court ordered Elovsky’s arrest in absentia. He is accused under paragraph “d” of Part 2 of Article 207.3 of the Russian Criminal Code, concerning what the authorities describe as knowingly false information about the Russian armed forces motivated by political or other forms of hatred.
The specific publication, broadcast or statement underlying the criminal case has not been publicly identified. The Media Rights Defence Centre explicitly noted that the basis of the charge remained unknown.
The arrest order will take effect only if Elovsky is detained in Russia or transferred to Russian authorities through extradition or deportation. No verdict has been issued, and he is not currently imprisoned.
