Case summary

A resident of Volgograd, formerly a senior police lieutenant, worked as a masseur. He was the administrator of the Telegram channel "Police Ombudsman"; after the arrest of the channel's founder Vladimir Vorontsov, he created the channel "Police Ombudsman 2".

A criminal case was initiated after Fedorov, together with Yevgeny Moiseyev and Irina Andina, released the film "Save the Police Ombudsman". The authors of the video told about a plan to expose the investigation, under which Andina tried to infiltrate the Moscow police's own security department. Vorontsov's supporters decided to deliberately add another episode to his case to document the falsification on the part of the investigation.

Andina and Moiseyev reported their plan in Vorontsov's trial in October 2021. Andina stated that the operatives persuaded her to give false testimony against Vorontsov in exchange for material goods and reinstatement. As evidence, she submitted audio recordings of conversations with the operatives.

As a result, on 18 July 2022, the prosecutor dropped part of the charges against the "police ombudsman", including the episode with Andina. A month and a half later, Fedorov, Moiseyev and Andina were detained and sent to the pre-trial detention centre, where they remained for more than a year.

On 3 October 2023, the Tverskoy District Court sentenced all three to real terms, with Fedorov receiving four years in a general regime penal colony.

In May 2025, the court placed Fedorov under administrative supervision for two years. In August, he was released from prison.
