According to the investigation, "in order to complicate international relations, he joined an organised group to commit premeditated crimes against the Russian Federation and its citizens", "in the absence of legal grounds" applied to the ICC Pre-Trial Chamber for sanctions to investigate the events taking place in south-eastern Ukraine and, as a result of the investigation, to prosecute knowingly innocent Russian citizens: Russian President Vladimir Putin, who enjoys international protection, and the Commissioner for Human Rights of the Russian Federation.
