According to investigators, “with the aim of complicating international relations, she joined an organised group to commit intentional crimes against the Russian Federation and its citizens”. It is alleged that, in violation of the international legal custom concerning the jurisdictional immunity of state officials—including their absolute sovereign immunity from foreign criminal jurisdiction (as confirmed by a ruling of the International Court of Justice in February 2002)—and in the absence of lawful and reasonable grounds or objective information, she took part in decisions to hold Vladimir Putin and Maria Lvova-Belova criminally liable for alleged war crimes, namely the deportation of children from the “occupied” territory of Ukraine to Russia. Investigators further claim that she participated in the collegial adoption of “knowingly unlawful decisions to arrest” Vladimir Putin and Maria Lvova-Belova in states parties to the Rome Statute, “having issued the corresponding arrest warrants”.
