Case summary
A resident of Moscow, a master's student at the Higher School of Economics. On the evening of October 1, 2025, he was detained and the next day imprisoned under the administrative article on disorderly conduct (Article 20.1 of the Code of Administrative Offences) for 15 days. On October 16, immediately after the end of the arrest term, he was detained again and a report was drawn up on him under the same article: it stated that Kats had harassed citizens at a bus stop at 23:30. The next day he was arrested for 15 days again. After serving the arrest, he was detained again. This time he was charged with failure to comply with a lawful order a police officer (Article 19.3 of the Code of Administrative Offences): the report stated that in the early morning of November 1 he refused to show his identity card. He was arrested for 15 days again. For the fourth time, he was detained on November 16, and a report on disorderly conduct was drawn up: the report stated that he was harassing citizens near the pond Mars. The next day he was again arrested for 15 days. Each time the decision on the arrest was made by a new court. At the same time, the first three courts are located in the South-West, and the fourth - in the North-West Administrative District of Moscow. At the conclusion of the fourth administrative arrest, Kats was detained on a criminal case of high treason. On December 2, 2025, he was taken into custody.
