Maxim Lypkan

A resident of Moscow, he submitted a notification about holding a rally called "The Year of Hell" on 24 February 2023. The Moscow authorities refused to approve the rally, citing the epidemiological situation. Lypkan tried to challenge the refusal in court, but the court did not satisfy his claim. The activist was detained after a search hold in his place on 20 February 2023, and his father's place was also searched. The lawyer was not allowed into the flat during the search. When the lawyer arrived at Lypkan's house, he was met at the entrance by four men in civilian clothes, who started talking to him rudely and pressing him; the unknown men also told Kachmazov "let's go out". The next day Lypkan was taken into custody in the case of "fake facts" about the Russian Armed Forces. In the pre-trial detention center, the young man was bullied by his cellmates: according to his lawyer, they shaved a Mohawk on his head. After the story went public, they were transferred to another cell. On 30 October Lypkan was transferred to a psychiatric hospital. On 19 February 2024, the court sentenced the young man to the forced medical treatment. In September 2024 it became known that Lypkan did not receive letters in the psychiatric hospital where he was kept.
