For a long time, he published materials on his social networks without a label indicating that he is a "foreign agent." Before the criminal case was initiated, Morgenstern was fined several times under the administrative article for distributing materials without appropriate labelling (part 4 of article 19.34 of the Code of Administrative Offences): the first time he was fined 40,000 rubles (~420 USD), the second time 50,000 rubles (~520 USD), and the third time 45,000 rubles (~470 USD).
