Журналист, главный редактор издания «Говорит НеМосква». В прошлом — главный редактор томской телекомпании ТВ2. Дважды фигурирует в реестре «иностранных агентов» как участник организаций, не имеющих юридического лица и признанных иноагентами: медиапроектов «Говорит НеМосква» и «TV2media». Его неоднократно штрафовали по административным статьям об уклонении от исполнения обязанностей «иностранного агента» и участии в деятельности «нежелательной организации».
В мае 2026 года Мучника объявили в розыск по делу об уклонении от исполнения обязанностей «иноагента».
