According to the investigation, "being reliably informed that, in accordance with the decision of the Supreme Court of the Republic of Komi, the activities of the public organization 'USSR' on the territory of the Russian Federation are prohibited and recognized as extremist, and having criminal intent aimed at participating in the activities of the public organization 'USSR' and its structural subdivision, knowingly and intentionally, driven by political hatred, as well as other personal interests expressed in the desire to distinguish oneself from the general population and gain a higher social status in society, while being aware of the public danger of his actions, fully supporting and sharing the principles of the aforementioned ideology of the public organization 'USSR,' foreseeing the inevitability of socially dangerous consequences in the form of undermining the foundations of the constitutional order, territorial integrity, and security of the Russian Federation, inciting social discord, violating the rights, freedoms, and legitimate interests of individuals depending on their social affiliation, and desiring such consequences, he joined the structural subdivision of this organization — the executive committee of the 'Makhachkala City Council of People's Deputies of the Dagestan ASSR within the RSFSR/USSR,' positioning himself as an active participant and taking the position of 'first-class driver' in the named structural subdivision of the extremist organization." In carrying out this intent, in violation of the above-mentioned legal norms, positioning himself as a citizen of the 'USSR,' despite having the real opportunity to cease his personal participation in the illegal activities of the extremist organization, he continued to engage in deliberate actions aimed at continuing the activities of the public organization 'USSR' and its structural subdivision, which included participating in events organized by members of the extremist cell and propagating the goals of the organization." Moreover, "he participated in conspiratorial meetings of the members of the executive committee of the 'Makhachkala City Council of People's Deputies of the Dagestan ASSR within the RSFSR/USSR,' held at least twice a week, actively participating in votes on the appointment of members to positions within the organization's structure, propagating the ideology of the public organization 'USSR' to the attendees, and also spreading hatred toward the authorities of the Russian Federation, calling for refusal to pay taxes, utility bills, and to avoid fulfilling civil-law obligations." After the "illegal activities of the executive committee of the 'Makhachkala City Council of People's Deputies of the Dagestan ASSR within the RSFSR/USSR'" were suppressed by law enforcement officers, remaining a committed supporter of the aforementioned ideology of the public organization 'USSR,' for conspiratorial purposes, he continued to store in his residence the membership card of the executive committee of the 'Makhachkala City Council of People's Deputies of the Dagestan ASSR within the RSFSR/USSR,' which was discovered and seized by law enforcement officers during a search of his residence."
