According to the investigation, acting illegally, from extremist motives, realising that by his actions he was undermining the foundations of the constitutional order and security of the state, ignoring a court decision that had entered into legal force, in violation of paragraph 2 of article 20 of the International Covenant on Civil and Political Rights of DD.MM.YYYY, part 5 of article 13, part 2 of article 19, part 2 of article 29 of the Constitution of the Russian Federation. 5 of Art. 13, part 2 of Art. 19, part 2 of Art. 29 of the Constitution of the Russian Federation, part 1 of Art. 9 of the Federal Law of DD.MM.YYYY 1 article 9 part 1 of the Federal Law No. 114-FZ "On Combating Extremist Activity" dated DD.MM.YYYY No. 114-FZ, p. 4 article 6 of the Federal Law No. 125-FZ "On Freedom of Conscience and Religious Associations" dated DD.MM.YYYY No. 125-FZ, committed deliberate actions aimed at realizing the goals of the MRO "Tabligi Jamaat", namely participation in religious rites inherent exclusively to the ideology of the said association, including such as: - "taalim" - lessons, instructions for the purpose of studying the ideological sources of the organization, including those included in the Federal List of Extremist Materials, through compulsory daily reading; - "bayans" - sermons in accordance with the ideology of the Tablighi Jamaat with praise of Allah, explanation of the greatness of Allah and FIO3 (Surname, Name, Patronimic 3) namaz; - "tashkils" - trips for the purpose of conducting missionary activities for three, ten, forty days, four months with sermons both in the territory of residence and in other regions and settlements. In the period from DD.MM.YYYY to DD.MM.YYYY, being on the territory of <address>, knowing with certainty that on the territory of <address> and <address> a cell of MRO "Tabligi Jamaat" had been created by Mindagaliev A.M. and was operating , having a high degree of organization with established strong ties between its participants, with internal discipline, with the distribution of roles and tasks for each of its participants, as well as with the observance of conspiracy measures in carrying out its activities, realising a criminal intent to commit unlawful acts of participation in the activities of the said religious association, the activities of which are prohibited, realizing that his actions undermine the foundations of the constitutional order and security of the state, ignoring the entry into force of Article 13, part 2, paragraph 2, of the Criminal Code of the Republic of Azerbaijan. 5 art. 13, part 2 art. 19, part 2 art. 29 of the Constitution of the Russian Federation, part 1 art. 9 of the Federal Law of the Russian Federation on the prohibition of the activities of the above-mentioned religious association. 1 of article 9 of Federal Law No. 114-FZ "On Combating Extremist Activity" of DD.MM.YYYY No. 114-FZ and paragraph 4 of article 6 of Federal Law No. 125-FZ "On Freedom of Conscience and Religious Associations" of DD.MM.YYYY No. 125-FZ, he committed deliberate actions aimed at holding talks to promote the activities of the Tablighi Jamaat MRO and at direct participation in events organized by supporters of this association. In the period from DD.MM.YYYY to DD.MM.YYYY, realizing his criminal intent, he committed a religious rite inherent exclusively to the ideology of the MRO "Tabligi Jamaat" - "tashkil", namely a trip for the purpose of conducting missionary activity for three days on the territory of <address> and <address>, where he took part in "taalims" and "bayans". In the period from DD.MM.YYYY to DD.MM.YYYY, FIO1 (Surname, Name, Patronimic 1), being at the place of actual residence of FIO22 (Surname, Name, Patronimic 22) at the address: <address>, per. Cooperative, <address>, personally took part in a meeting of members of the international religious association "Tablighi Jamaat", held with strict secrecy measures, during which "taalim" and "bayan" were held in order to study the ideological source of the organization - the book "Selected FIO10 (Surname, Name, Patronimic 10)", which is included in the Federal List of Extremist Materials. In addition, continuing to realize his single criminal intent, in the period from DD.MM.YYYY to DD.MM.YYYY, being at the place of actual residence of FIO18 (Surname, Name, Patronimic 18 )at the address: <address>, i.e. on the territory of <address>, personally took part in a meeting of members of the international religious association "Tablighi Jamaat", held with strict observance of conspiracy measures, during which they discussed the ideology of MRO "Tablighi Jamaat", the importance of conducting religious and preaching work in the interests of this association, the rules and necessity of regular religious and preaching activities by its participants, the need for strict observance of conspiracy methods, and the need for the participation of the members of the international religious association "Tablighi Jamaat".
