in the evening of 27 July 2015, a police officer together with an unknown person (note: Andrey Pivovarov), acting as a group of persons by prior conspiracy, being in the office № 7 of the building of the Department of Internal Affairs of Russia for the Kostroma region, at the address: Kostroma, Marshala Novikova str. 7, violating the protection regime, unlawfully accessed and used legally protected computer information intended exclusively for official use - the information database of the Department of Internal Affairs of Russia for the Kostroma region, which resulted in blocking access to this information by a legitimate user, modification of the computer information, significant violation of the legally protected rights and interests of citizens to confidentiality of their personal data, unauthorised transfer of confidential information to third parties.

Former Kostroma police officer Aleksey Nikonorov was accused of giving PARNAS activist Andrei Pivovarov access to the police department's data bank during the election campaign in the Kostroma region in July 2015. He was kept in custody, in October 2015 he was transferred to house arrest. During the court hearing on the measure of restraint, he stated that he was required to incriminate Pivovarov. He was charged with unlawful access to legally protected computer information, abuse of power, and later bribery. On 10 June 2016, he was sentenced to three years and nine months in a penal colony and a fine of three million rubles. On 4 August, by decision of the court of second instance, the term was reduced to three years and seven months, and the amount of the fine was reduced to 150 thousand. On 3 October 2017, he was released on parole.
