She works at the Chelyabinsk Institute for the Humanities. She is a civic activist since 2017. Victoria is a single mother, raising a minor daughter.

On February 5, 2021, Novikova was detained and interrogated as a suspect in the case of blocking roads during a rally in support of Alexei Navalny on January 31. An obligation to appear was taken.

During the search, a report was issued about inappropriate conditions in which the minor lived. Then a youth officer visited her, but so far, there have been no consequences.

On December 6, the case was dismissed at the investigation stage.
