According to the investigation, having authority among his fellow countrymen and migrant workers, in 2022 he created a cell of an international extremist religious organization, the activities of which are prohibited in the territory of the Russian Federation. Possessing leadership abilities and authority, he attracted Makmalbek Mazhitov, a newcomer from among migrant workers, to the activities of the organization. Later, in order to attract new people to participate in the illegal association, he carried out active explanatory and propaganda activities among his entourage by organizing conspiratorial meetings and distributing specialized literature.

Full summary
He lived and worked in Sakhalin. He was detained in February 2023 and placed in a detention centre for foreign citizens. On 29 June 2026, he was taken into custody on charges of organising the activities of an extremist organisation due to his involvement with the Islamic movement Tablighi Jamaat. The adherents are persecuted solely because of their religious activities. On 15 January 2024, Orozbaev was sentenced to six years in a general regime colony.
