Case summary
He was detained by the FSB officers on the night of 7 August 2016 after crossing the border between Crimea and mainland Ukraine. According to the investigation, Panov was supposed to coordinate a subversive-terrorist group, was going to transport its members on the territory of Crimea. Panov reported that he was tortured for several days after his detention, as a result of which he signed all the confession documents and spoke on camera under dictation. Later retracted his confession. On 13 July 2018, he was sentenced to eight years in a strict regime colony. On 7 September 2019, he was pardoned and released as part of the exchange of Ukrainian political prisoners for groups of people released by Ukraine, arrived on the territory of Ukraine.
