Case summary

He is a human rights defender, activist and former candidate for the City Duma of Rostov-on-Don. In the past, he worked for OVD-Info. On 9 October 2025, Rostov media reported that a case had been initiated against him for participation in the activities of an “undesirable organisation”. It is unclear which organisation Pavlishchev is charged with collaborating with. The media mentioned the Anti-War Committee of Russia, the Free Russia Forum and Open Russia. Law enforcement officers conducted a search at Pavlishchev’s and his acquaintances’ homes as part of the case.

In November 2024 and January 2025, the human rights defender was twice fined in administrative cases of participation in the activities of an “undesirable organisation”. One of the cases involved a post in Instagram with the logo of Open Russia.
