According to the investigation, between 2017 and 2020, the person in question took an active part in the activities of the international religious association At-Takfir wal-Hijra, recognised by the Supreme Court of the Russian Federation as extremist and banned in Russia. Salavutdinov took part in propaganda meetings, provided financial assistance to members of the community, supported the ideology of the organisation aimed at undermining the constitutional order and security of the state, including the creation of the so-called global caliphate.
