Case summary
She is an activist, journalist, and employee of the Ekaterinburg-based Memorial Society. In September 2022, the Ministry of Justice added her to the list of "foreign agents". That same month, Shukaeva left Russia. After that, she was fined several times in administrative cases for non-compliance with "foreign agent" legislation.
In March 2025, a criminal case was opened against her for evading the duties of a foreign agent. The journalist was charged with a number of posts in "Odnoklassniki" without the "foreign agent" status plaque.
