According to the investigation, on 26 September, around 3 a.m., Shvedov approached the building of the Zimovnikovsky district administration in the Rostov region and threw a petrol-filled canister through the window of the office of the head of the construction and landscaping department. The regional FSB office believes Shvedov did this "with the aim of destabilising the activities of the authorities, influencing their decision-making, and expressing protest against the special military operation to protect the Donetsk and Luhansk People's Republics and the partial mobilisation in Russia."

Full summary
A resident of the Rostov region and an anarchist, Shvedov, was fined 2,000 roubles on 29 September 2022 after being detained. He faced administrative charges for disobeying lawful orders from law enforcement officers (Article 19.3 of the Administrative Code), accused of attempting to dispose of evidence during a search. Subsequently, reports emerged that Shvedov was charged with intentional property damage (Article 167 of the Criminal Code), later reclassified as an act of terrorism. After his detention, a video was released showing a man with a blurred face confessing and expressing remorse. Shvedov was then placed in custody. During the investigation, the charges were further escalated, accusing him of committing a terrorist act that caused significant property damage or other severe consequences. On 18 December 2024, Shvedov was sentenced to 16 years in a high-security penal colony. Hours after the sentencing, he was found dead in his cell, with preliminary reports suggesting suicide.
