According to the investigation, Talipov deliberately carried out organisational actions aimed at continuing the illegal activities of "Jehovah's Witnesses". He organised videoconferences for members of the local religious organisation using the Internet, where they studied extremist literature, declared the superiority of this doctrine over other religious confessions, and expressed an opinion on the inadmissibility of fulfilling general civil duties and honouring state symbols of the Russian Federation. He also instructed members of the organisation on the need to maintain secrecy due to the ban on the organisation's activities and made decisions about admitting new members to the organisation.
