Tokarev organized, sometimes in his flat, meetings of followers and participants of the said meeting in compliance with the actions characteristic of this association, which were expressed in singing biblical songs together, studying religious literature, the so-called "Holy Scripture" (Bible), which is included in the federal list of extremist materials, which containing the beliefs of Jehovah's Witnesses.

On 24 May 2019, Tokarev's flat was searched and he was interrogated and then released as a suspect in a case on the activities of an extremist organisation. Later, he was charged and released on personal recognisance.
