Dmitrii Toktarov

A resident of Mari El, a student of Chuvash State Agrarian University. At the end of November 2024, he was detained. Two cases of vandalism were brought against him: one because of the inscriptions "Putin is a dickhead. No to war!" with the letter Z crossed out and "Putin - pustedyshe!" ("killer" in Mari) in the village of Sernur and the village of Zarechka-Ona in Mari El, and another because of the inscription "Russia without Putin" in Cheboksary. Toktarov was required to give a recognisance not to leave.

Toktarov said that after his arrest, an employee of the Centre "E" at the police station demanded the password to Toktarov's phone. After refusing, the masked men put Toktarov in a van and took him to the cemetery. According to the student, on the way and at the cemetery the law enforcers beat him and threatened him with a gun. In the end, he gave them the password to his phone, in which the law enforcers began to look for some kind of supervisors.

The day after his arrest Toktarov was taken to the Kalininsky District Court of Cheboksary, where they considered a report on petty hooliganism. Allegedly, Toktarov had used obscene language in a public space the day before, waved his arms and behaved aggressively and violently. The court sentenced him to 24 hours of arrest, which he served at the police station.

On 11 June 2025 in the case of the inscription "Russia without Putin" he was fined 10 thousand rubles. On 23 June, in the second case - on the inscriptions "Putin is a dickhead. No to war!" with a crossed-out letter Z and "Putin - pustedyshe!" ("murderer" in Mari) - he was sentenced to one and a half years of restricted freedom.

Also on 23 June it became known that a third case of vandalism was brought against Toktarov. This time because of the inscription "Putin is a murderer" on the wall of the sports complex in the village of Sernur in the Mari El Republic, left in autumn 2024.
