Case summary

Human rights defender, a former coordinator of the Gulagu.net project. Was a defendant in the rape case of a former investigator. He was acquitted in January 2022.

On 4 October 2024, Ushakov was detained at Ufa airport. According to his colleague Alexei Tishin, who is apparently on the same criminal case with him, Ushakov was handcuffed and taken to the Investigative Department of the IC. A case was opened against the human rights defender for insulting an employee of IK-9 in Bashkortostan. He connects it with the investigation of the history of torture and rape in this colony. According to Tishin, Ushakov's detention was led by the same investigator who had previously "closed the case on the allegation of torture and rape in FCU IK-9".

In autumn 2025, a new case was opened against Ushakov - on insult and threat of violence against a representative of the authorities. According to the investigation, he insulted and threatened a district police officer. On 30 December 2025, the human rights defender was taken into custody.
