the case was initiated following a submission by the Moscow Prosecutor’s Office, according to which Varlamov "twice within a year was brought to administrative responsibility for violation of the procedure for the activities of a foreign agent (part 4 of article 19.34 of the CAO RF), but in violation of the requirements of the legislation of the Russian Federation continued to disseminate public messages and materials in the social network without indicating that they were created and (or) disseminated by an individual performing the functions of a foreign agent". In addition, Varlamov, "while residing outside the Russian Federation, acting on the grounds of political hatred, on a publicly available video hosting site publicly disseminated, under the guise of reliable messages, knowingly false information containing data on the use of the Armed Forces of the Russian Federation for the defence of the Russian Federation and its citizens". The grounds for the accusation included a video titled “Sanctions Failed: Refrigerators, the Shadow Front, and Other Russian Tricks. China, the U.S., and Putin, in which Varlamov said: "The fact that the Russians are successfully circumventing sanctions in the West began to be talked about after the bombing of Krivoy Rog and Odessa. On July 12, 23, when a Russian missile hit a residential building, 12 people were killed and 36 others were injured. The next day, a new missile strike was launched on Odessa. This time there were no casualties, but serious damage to half a mile of schools, residential complexes, and shops in the city centre".
