Case summary

Head of the municipal district "Gavan" in St. Petersburg. On 21 August 2024, they came to her with in connection with a case regarding non-compliance with a court ruling related to a dismissal of the head of the administration of the municipality "Gavan" Petr Zernikov in 2021.

He was sent to resign by the decision of the Council of Deputies. "The man did not cope with either the collective or the duties. I received daily complaints from residents on cleaning and landscaping of the territory", - commented then Vavilina to "ZAKS.Ru". The ex-officer went to court to demand his reinstatement and other claims against the local government; the court granted many of the claims.

On 16 February 2022, the court reinstated Zernikov at work, but according to the next decision, he was fired again on 17 February 2022. This dismissal was declared unlawful on 9 November 2022, but on 16 November Vavilina issued a new similar order, which in turn the court quashed on 27 February 2023. Zernikov also sought salary for the period of enforced absenteeism and compensation for its delay.

Vavilina links the harassment to the upcoming elections. After ten hours of interrogation, she was released on her own recognisance.
