Case summary

On 12 May 2017, the home of Alexei Volkov, the coordinator of Alexei Navalny's headquarters in Volgograd, was searched in connection with a criminal case opened over his social media publication of a picture showing the Motherland monument as if doused with green. On 20 July, Volkov became a suspect in the case, and he signed a personal recognizance. On 31 August, Volkov was detained for leaving Volgograd, although the investigator had told him earlier that he was allowed to leave the city. The court placed him under house arrest. On 25 September, Volkov was again transferred on his personal recognizance. On 23 October, the court returned the case to the prosecutor's office, indicating that there were grounds to reclassify the charge to a more serious one. On 14 March 2019, the court sentenced Volkov to a fine of 200 thousand rubles. On 5 June, the Supreme Court upheld the sentence, but waived Volkov’s punishment due to the expiration of the statute of limitations.
