According to the investigation, being the director of the LGBT initiative group "Coming Out" ("Vykhod") (the LGBT movement is banned in the Russian Federation), recognised as an unregistered public association performing the functions of a foreign agent, having been brought twice within a year to administrative liability under part 2 of article 19.34 of the Code of Administrative Offences of the Russian Federation, continuing his illegal activities, being in a place not specified by the investigation, from 1 August 2024 Voronov deliberately failed to submit to the authorised body the information, the submission of which is required by the legislation of the Russian Federation on foreign agents.

He was prosecuted for evasion of his duties as a "foreign agent", since he is listed in the register of "foreign agents" as one of the participants of "Coming Out". In March 2025 it became known that Voronov was put on a wanted list, and in April 2025 he was arrested in absentia.
