According to the investigation, together with Lieutenant-Colonel Mikhail Baranov, he developed the technical specifications for the delivery of 760 units of security systems "Strazh" under the state defence order, which are special doors with security equipment placed inside, designed to ensure the protection of weapons rooms. The total value of the state contract was almost 300 million roubles. As a result of the lack of a requirement in the technical specification for the presence of a GSM module in the supplied products, provided for by the version of the product tested in 2016, the Russian Ministry of Defence received Strazh complexes that did not comply with the terms of the state contract. In addition, made a transfer to the Anti-Corruption Foundation (ACF). Zakharenko claims that after ACF's activities were banned in Russia, he thought it was necessary to make sure that he had no subscriptions to transfer funds to this organisation. To do so, he sent an email enquiry to ACF to an address he could find on the internet. A few days later, the reply email contained a link to what he thought at the time was a subscription verification service. After clicking on the link, he entered his card details, from which he had previously been able to make donations. After confirming his details, the connection with the resource was lost and he was unable to re-open the link. However, as no debits were made from his card at that moment, he did not pay much attention to this case. Only four years later he learnt that after that, for seven months his card was automatically debited with payments of 1,000 roubles to an unknown recipient located outside the Russian Federation.
